Set-top streaming boxes have taken on a second job. Besides decoding 4K video for the television over HDMI, current models carry an IEEE 802.15.4 Thread radio and act as the border router that links battery-powered sensors, locks and lights to Wi-Fi and Ethernet, and as a controller for Matter devices. The picture shows such a box on a TV cabinet and an opened unit on a bench with HDMI, Ethernet, USB and antenna connectors. A buyer or designer has to settle three things: the video and network interfaces, which smart-home roles the box performs, and how it controls the TV and audio system.

HDMI 2.1 out, Gigabit Ethernet and three radios: how two current hubs are built, and which model actually carries Thread
Apple and Google publish full specifications for their streaming boxes; the comparison shows where the smart-home radio sits and what it depends on.
Apple's footnotes add that the HDMI port supports up to 4K 60 fps HDR, ARC or eARC audio return and Quick Media Switching, that protected content needs HDCP, and that the remote controls power, input switching, volume and mute of the TV or receiver over IR or CEC. [1] Google requires a certified HDMI 2.1 cable, sold separately. [2]
Editorial calculation: Google's 6.4 × 3.0 × 1.0 in is about 163 × 76 × 25 mm and 5.7 oz about 162 g, so its box is longer and thinner than Apple's 93 mm square, 31 mm tall unit. Apple's 0–35 °C operating limit matters for a hub that stays powered inside a closed TV cabinet all day; Google does not publish an operating range.

For an OEM or retail specification, state the video formats and HDMI version, Wi-Fi generation and MIMO, whether Thread is required on every model or only some, wired Ethernet, power supply (internal or adapter), operating temperature for in-cabinet use, and the TV and receiver control methods (IR, CEC).

Border router and Matter controller in one box: what each role does, and why it is not a Zigbee-style hub
The Thread Group's 2022 white paper on border routers separates the two jobs these boxes combine.
A Thread border router connects the Thread mesh to the home's Wi-Fi and Ethernet in the way an internet modem connects the home to the internet. The Thread Group contrasts this with Zigbee, where a network coordinator packaged as a hub carries all traffic and ties the network layer to the application layer, so different vendors' Zigbee networks each need their own hub. Because Thread is IP-based, more than one border router can serve a shared mesh redundantly, and if one fails the others keep connectivity; the paper names smart TVs, smart speakers, lighting devices and Wi-Fi routers as products that build it in. Matter is the application layer. Devices pair to a controller (an Admin), and Multi-Admin lets one device be controlled by Admins from different organisations. The Thread Group stresses that the Matter Admin need not be the same device as the border router; putting both in one box is a convenience. It notes that smartphones, smart speakers and personal computers without a direct Thread radio reach Matter-over-Thread devices through a border router. [3]
Thread 1.3.0 standardised and certified three border router features: bidirectional IPv6 connectivity, service discovery over mDNS on behalf of all mesh devices, and better TCP support. A working border router advertises a _meshcop._udp mDNS record carrying its model and maker. [3] Apple states that Thread accessories need a Thread-enabled home hub such as Apple TV 4K or HomePod mini, or a third-party Thread border router, and that Apple TV's Thread support covers HomeKit- or Matter-enabled accessories.
